Why this assessment
This report provides an overview of the organized crime landscape in Canada, highlights the harms that organized crime activities and key actors present to the country's economy and society. The report also provides an overview of the seven national High-Level Threats and their networks.
What was found
Serious and organized crime remains a prominent threat to Canada's security, contributing to thousands of deaths annually from overdoses due to illicit drugs, as well as firearms and gang violence.
The Criminal Intelligence Service Canada (CISC) network assessed and assigned a threat rating to 668 Organized Crime Groups (OCGs) as part of the 2024 Integrated Threat Assessment (ITA) process: 7 are assessed as national high-level threats (HLTs); 128 are assessed as medium-level threats; and 533 are assessed as low-level threats.
In 2024, 45% of OCGs are assessed to operate beyond their base provinces. OCGs engaged in criminal activity in provinces beyond their base primarily originate from and operate within Ontario, Alberta, British Columbia, and Quebec.
OCGs are reported to be linked to 48 countries in 2024. The top 3 countries to which the most groups have links remained consistent and include the United States, Mexico, and Colombia.
80% of OCGs have collaborative links to others, either directly or via common associates, highlighting the interconnected nature of Canadian organized crime.
International OCGs exploit Canada's strategic geographic location and borders to facilitate the transit of illicit goods between North America and other regions such as Asia, Europe and Latin America.
OCGs continue to adapt and diversify in order to further their criminal activities and increase profits. In 2024, 69% of OCGs are involved in 2 or more markets or in 2 or more distinct criminal roles. Notably, there has been an increase in OCG involvement in dark Web trafficking.
